Madison, WI — August 5, 2025
The Badger State Sheriffs’ Association (BSSA) is proud to announce a new association agreement with Prime Corrections and Prime Health Services, establishing them as a preferred vendor to support Wisconsin sheriffs in containing and managing the rising costs of offsite inmate medical care.
“Offsite medical bills can be one of the most unpredictable and financially burdensome parts of jail operations,” said John Gossage, Executive Director of the Badger State Sheriffs’ Association. “By partnering with Prime Corrections, our members have access to tools that bring oversight, accountability, and significant cost containment to these expenses.”
About the Program
Under this agreement, Prime Corrections will offer a tailored suite of services for Wisconsin counties, including:
– Medical bill review and repricing
– Clinical review of high-cost claims (Audit and Fraud, Waste and Abuse)
– Medicare benchmarking and compliance filtering
– Negotiated discounts with medical providers
– Full visibility into offsite care utilization and costs
These services are offered without disrupting existing correctional healthcare contracts and work seamlessly with local provider networks.
Through Prime Health Services’ nationwide access and Prime Corrections’ law enforcement-focused billing expertise, the program is designed to:
– Reduce county exposure to inflated offsite medical invoices
– Increase transparency and documentation for oversight boards
– Provide consistent support for Sheriff’s Offices, jail administrators, and county finance teams
A Resource for All Wisconsin Sheriffs
The program is available to all 72 Wisconsin counties, and participating Sheriffs can expect:
– Customized implementation support
– Dedicated account management
– Detailed reporting on savings, trends, and utilization
Counties currently using the program have already experienced double-digit percentage reductions in their offsite medical spend, with stronger alignment between jail operations and county financial accountability.
